1. VTL Eligibility
Before you embark on your journey, check that you’re eligible for land travel via VTL to Malaysia. At present, only Singapore Citizens, Permanent Residents and long-term pass holders are permitted to enter Malaysia via the land VTL.
Regarding vaccination status, it goes without saying that like with all the rest of the VTLs, you’ll need to be fully vaccinated to be able to travel to Malaysia via VTL. You must be fully vaccinated with one of the vaccines approved by the WHO; for more details see here.
As for travel history: you must have remained in either Singapore and/or Malaysia for the full 14 days prior to your departure to Malaysia via land VTL.
2. Pre-departure COVID-19 Tests in Singapore
Travelers to Malaysia will need to take either a Polymerase Chain Reaction (PCR) Test or a professionally-administered Antigen Rapid Test (ART) at least 2 days before departure. You can book a test appointment at one of the clinic’s listed here.
3. Upload Proof of Vaccination onto MySafeTravel Portal
Register for a vaccination travel pass on the MySafeTravel portal at least 7 days before your departure date here. Once you get your negative PCR/ART test certificate, make sure to get them digitally authenticated and endorsed via Notarise. Once you’ve done so, your test result will be converted into a QR code, which you’ll have to upload onto the MySafeTravel portal for verification. You’ll also have to submit a health declaration via the MySafeTravel portal.
Make sure to also always have a digital or physical copy of your PCR/ART test result on hand with you at all times during your travel.
3. Documents Required for Travel
At the bus terminal to Malaysia, you’ll need to produce the following documents:
- Valid pre-departure COVID-19 test result
- Bus ticket (clearly stating your name as on your passport, date and time of trip)
- Vaccination certificate
- Copy of their long-term pass (if applicable)
Make sure that your passport has at least 6 months of validity. Your passport must also show that you have remained in Singapore for the past 14 days prior to your travel to Malaysia.
5. MySejatera App
Upon disembarkation in Malaysia, you’ll need to undergo an antigen rapid test (RT-Ag) at a designated area at Larkin Sentral Terminal. You can register for this test after boarding the bus in Singapore here. The results from the test should be available within 1-3 hours, and you’ll have to wait at the designated area until the results are out.
With effect from 8th December 2021, travelers are required to take the following additional ART tests:
- Professionally-administered ART tests on Day 3 & Day 5
- Self-administered ART tests on Day 2, Day 4 & Day 6 (test results must be immediately reported on the MySejahtera app)
7. Returning to Singapore
In order to qualify under the VTL travel scheme between Malaysia and Singapore, you’ll need to return to Singapore on one of the designated bus services: Handal Indah or Transtar Travel. Remember to purchase your return bus tickets at least 1 day before arriving in Singapore.
You’ll also need to take a pre-departure PCR/ART test within 2 days before leaving for Singapore. The test must be taken at a laboratory or centre recognised or accredited by the Malaysia Ministry of Health. The test report must contain the following information:
- Be written in English
- A negative test result
- The traveler’s name & date of birth or passport number (as per the passport used to travel to Singapore)
- Date & time the test was taken; and name of testing institution

8. On-Arrival Covid-19 Tests in Singapore
Once you’ve reached Singapore shores, you’ll be required to take an on-arrival ART test at Queen Street Terminal or Woodlands Temporary Bus Interchange. The test costs $15 and you can make e-payment for it on the spot. Once you have tested negative, you can proceed to leave via any transportation.
In addition, you’ll also be required to take a post-arrival daily ART test over a period of 6 days from your day of arrival in Singapore. Refer to your email and testing notice for the detailed instructions and schedule to do so; rough guidelines are as follows:
